Alexander Gulkarov, No-Fault Insurance Fraud, New York 2021
A Queens man has pleaded guilty to co-leading one of the largest no-fault insurance frauds in New York history. Alexander Gulkarov, 46, of Queens, New York, was charged with conspiracy to commit bribery, conspiracy to commit healthcare fraud, and aggravated identity theft.
According to the U.S. Attorney's Office for the Southern District of New York, Gulkarov orchestrated a $40 million fraud scheme targeting no-fault automobile insurance companies. The scheme involved bribing hospital employees, 911 dispatchers, and others, as well as laundering hundreds of thousands of dollars.
Gulkarov also admitted to obstructing law enforcement's investigation by fabricating documents and intimidating witnesses. He further admitted to using the proceeds from the scheme to fund his lavish lifestyle, including luxury vacations and renovations to his multimillion-dollar home.
The no-fault insurance scheme involved Gulkarov and his co-conspirators submitting fake medical claims to insurance companies, resulting in over $40 million in losses. The scheme also involved unnecessary medical treatments, including MRIs, EMG/NCV testing, spinal injections, and computerized radiologic mensuration analysis.
Gulkarov personally approached medical practitioners, including physicians, and directed them to prescribe unnecessary treatments. He also received kickbacks from MRI facilities, pain management doctors, and other specialized care providers.
Gulkarov's scheme resulted in significant losses for no-fault insurance companies, with over $40 million paid out in fake claims. The scheme was uncovered through an investigation by the U.S. Attorney's Office for the Southern District of New York, which has no tolerance for those who cheat the system to wrongfully enrich themselves.
Gulkarov is scheduled to be sentenced on a date to be determined. He faces up to 20 years in prison for each of the conspiracy counts, as well as up to 10 years in prison for the aggravated identity theft charge.
