Anthony Mills, Pill Mill Operation, Georgia 2024

An Atlanta-area 'pill mill' network that supplied addicts and drug dealers with large amounts of dangerous prescription drugs has been brought down, with 13 individuals, including a gynecologist and two pharmacists, sentenced for their roles in the operation.

The network, which operated out of a personal home and several pharmacies, was led by Dr. Anthony Mills, a medical doctor licensed to practice medicine in Georgia since 1997.

According to court documents, Dr. Mills issued hundreds of prescriptions for controlled substances, including oxycodone, to addicts and drug dealing sponsors in exchange for cash, often without conducting physical exams or establishing a valid patient-physician relationship.

Some of the prescriptions were even issued in the names of individuals who were deceased or incarcerated at the time.

Pharmacists Raphael Ogunsusi, who operated Evansmill Pharmacy and Retox Pharmacy in Stonecrest and Conyers, respectively, filled a large percentage of the illegitimate prescriptions, accepting cash payments of up to $900 to fill just one prescription for oxycodone and $500 to fill one prescription for Percocet.

Ogunsusi falsified pricing information on his pharmacy computers to disguise the inflated prices he was charging and required sponsors to purchase non-controlled substances as a condition for filling the prescriptions.

Dr. Mills was sentenced to 10 years in prison, while Ogunsusi received a 5-year sentence. The other individuals involved in the operation received sentences ranging from 2 to 5 years in prison.

The operation, which was investigated by the DEA, IRS, and other law enforcement agencies, highlights the ongoing struggle to combat the opioid epidemic in the United States.
