Worker Compensation Fraud Scheme Exposed in Chester County

A brazen scheme to defraud the government of worker compensation benefits has been uncovered in Chester County, Pennsylvania. Barbara Stanley, 60, of Nottingham, Pennsylvania, faces a multitude of charges for her alleged involvement in the fraud scheme.

According to the indictment filed on October 15, 2013, Stanley is accused of five counts of wire fraud, two counts of theft of Government funds, one count of false statements, and three counts of false or fraudulent statements regarding workers' compensation benefits.

The indictment alleges that between July 2006 and December 2010, Stanley continued to collect workers' compensation payments from the Office of Workers' Compensation Programs even after she had recovered from her alleged work-related injury.

Stanley's misrepresentations resulted in her receiving an overpayment of approximately $164,428.20, which she knew she was not entitled to receive. Furthermore, she received $50,094 in Office of Personnel Management disability retirement benefits that she knew she was not entitled to receive. She wrongfully converted to her own use at least $37,639.64 of those funds, resulting in total losses to the government of approximately $202,067.84.

If convicted of all charges, the defendant faces a maximum possible statutory sentence of more than 100 years in prison, a $2.75 million fine, and three years supervised release.

The case was investigated by the United States Postal Service Office of the Inspector General, the Department of Labor Office of the Inspector General, and the Office of Personnel Management Office of the Inspector General. It is being prosecuted by Special Assistant United States Attorney Thomas Moshang III.

Stanley's alleged actions have left many in the community stunned, and authorities are urging anyone with information to come forward. As the investigation continues, it remains to be seen what the outcome will be for Barbara Stanley.
