Local Duo Lands in Federal Prison for Pipe Bomb Possession
OKLAHOMA CITY – In a shocking turn of events, Caleb Graves, 33, of Del City, and Robert Allen Keefe, 25, of Oklahoma City, have been sentenced to serve a combined total of 109 months in federal prison for their involvement in a pipe bomb and ammunition case.
On November 6, 2024, Graves was charged with being a convicted felon in possession of ammunition. This charge was added to his existing charges on April 1, 2025, which included possession of an unregistered destructive device and felon in possession of a firearm, namely, an improvised explosive bomb. Keefe was charged with possession of an unregistered destructive device related to the same improvised explosive bomb on April 1, 2025.
According to public records, the Village Police Department stopped a vehicle driven by Graves on August 18, 2024. During the stop, officers observed a loaded firearm magazine. The next day, agents with the Bureau of Alcohol, Tobacco, Firearms and Explosives executed a search warrant at Graves' residence, where they found several rounds of ammunition in his vehicle.
Graves was arrested again on October 14, 2024, after Oklahoma City Police Department officers stopped him in his vehicle and located a hidden pipe bomb. Keefe, who was the lone other passenger, was also arrested at the time.
On June 6, 2025, Graves pled guilty to being a felon in possession of ammunition and a felon in possession of a firearm, namely an improvised explosive bomb. Keefe pled guilty to being in possession of an unregistered destructive device on June 9, 2025.
Graves has previous felony convictions in Oklahoma County District Court for second-degree burglary, possession of stolen property, and conspiracy to commit a felony in case number CF-2010-4613; possession of a methamphetamine in case number CF-2016-3849; and child neglect and possession of contraband in a penal institution in case number CF-2016-4096.
In announcing the sentences, U.S. District Judge David L. Russell noted the seriousness of the offense and the need to provide just punishment. Graves was sentenced to serve 72 months in federal prison, and Keefe was sentenced to serve 37 months in federal prison, followed by three years of supervised release for both.
This case is the result of an investigation by the Bureau of Alcohol, Tobacco, Firearms and Explosives, the Village Police Department, and the Oklahoma City Police Department. Assistant U.S. Attorney Drew E. Davis prosecuted the case.
