Carlos Leon, Heroin Trafficking, New York 2020

A shocking case of family ties and crime has emerged in Troy, New York, as Carlos Leon, 62, and his son Jose Leon Roldan, 41, were indicted for their alleged involvement in heroin trafficking.

According to a recent court announcement, the duo is charged with conspiring to distribute 1 kilogram or more of heroin, a serious offense that carries a sentence of at least 10 years and up to life in prison, along with post-release supervision of at least 5 years and up to life.

The indictment also accuses Carlos Leon of possessing and intending to distribute quantities of heroin, cocaine, and oxycodone on March 30, 2020, as well as unlawfully possessing two handguns, a Ruger and a Glock, as a felon. This charge alone carries up to 20 years in prison.

A third man, Mario Figueroa-Portalatin, 42, of Troy, has already pled guilty to conspiring to distribute 1 kilogram or more of heroin on August 11, 2020.

Carlos Leon, who has been in custody since March 30, appeared in court yesterday and was arraigned on the indictment. His son, Jose Leon Roldan, appeared today before United States Magistrate Judge Christian F. Hummel and was ordered detained pending a hearing on Monday.

A separate indictment charges Anthony Leon, 34, of Watervliet, New York, with distributing cocaine on February 26, 2020, and possessing and intending to distribute cocaine on March 30. Anthony Leon, the son of Carlos Leon and brother of Jose Leon Roldan, faces up to 20 years in prison if convicted and was also ordered detained pending a hearing on Monday.

These cases are being investigated by DEA Albany, the Rensselaer County Sheriff’s Office, and the Watervliet Police Department, with Assistant U.S. Attorney Michael Barnett handling the prosecution.
