Colin J. Boone, Excessive Force, Iowa 2023

A former Des Moines police officer has been sentenced to federal prison for using excessive force during an arrest in 2013.

Colin J. Boone, 39, of Sioux Falls, South Dakota, was sentenced to serve 63 months in federal prison for violating the civil rights of Orville Hill.

The incident occurred on February 19, 2013, when Boone kicked Hill in the face, knocking out two of his teeth and breaking his nose, while three other Des Moines police officers were holding Hill on the ground.

A jury found Boone guilty of violating Hill's civil rights by using unreasonable force on March 13, 2015.

As reported by the FBI, other officers had informed supervisors that Boone had submitted a written report in which he failed to account truthfully for his actions.

According to Principal Deputy Assistant Attorney General Vanita Gupta, there are serious consequences when law enforcement officers betray the trust of their community by violating the rights of individuals.

In a statement, Gupta emphasized that the U.S. Department of Justice stands ready to hold accountable those who violate the civil rights laws.

Boone's case was investigated by the FBI and prosecuted by Deputy Chief Bobbi Bernstein of the Civil Rights Division and Assistant U.S. Attorney Kelly Mahoney of the Southern District of Iowa.
