Desmond Logan, Sexual Assault, Tennessee 2018

Published August 19, 2020

A former Chattanooga police officer has been sentenced to 20 years in prison for sexual assault. Desmond Logan, 35, was found guilty of two civil rights offenses on September 12, 2019.

According to court documents, the first offense occurred on June 12, 2018, when Logan, while on duty, handcuffed and arrested K.B.V. rather than transporting him directly to the Hamilton County Jail. Instead, he drove K.B.V. in his squad car to an empty and isolated parking lot, where he sexually assaulted him.

The second offense occurred on January 2, 2016, when Logan, while working a security detail at the University of Tennessee in Chattanooga, entered the passenger seat of D.H.'s car and asked for a ride to his own car. He then directed D.H. to an empty and isolated parking lot, where he took out his taser and put it against her leg, causing her to fear further physical harm.

In addition to these two offenses, Logan admitted to sexually assaulting two other women on July 31, 2015, and May 30, 2016, each time arresting them and then driving them to a deserted area where he sexually assaulted them.

The case was investigated by the Knoxville Division of the FBI, with the support of the Hamilton County Sheriff's Office. Assistant U.S. Attorney James Brooks of the Eastern District of Tennessee and Special Litigation Counsel Fara Gold and Trial Attorney Olimpia Michel of the Civil Rights Division prosecuted the case.

Desmond Logan will serve 20 years in prison with three years of supervised release. The U.S. Attorney's Office in the Eastern District of Tennessee will continue to stand by and protect the victims of such crimes. The FBI will vigorously investigate any officer or agent of the law who is breaking the rules that he or she is sworn to uphold or is violating the civil rights of others.
