Donald A. Stenson, Traveling in Foreign Commerce and Engaging in Illicit Sexual Conduct, Wisconsin 2019

A sex trafficking case has come to light in Wisconsin, with Donald A. Stenson, a 63-year-old man from West Allis, facing charges of traveling in foreign commerce and engaging in illicit sexual conduct.

According to the indictment, Stenson engaged in four counts of traveling in foreign commerce and engaging in illicit sexual conduct, as well as four counts of sex trafficking of a minor. The alleged sex acts occurred in the Philippines between 2016 and 2019.

Stenson, who resides in Thailand, was arrested on Friday, July 12, 2019, at his West Allis residence. He made his initial appearance in federal court in Milwaukee on July 15, 2019, before U.S. District Court Judge David E. Jones.

The court found that Stenson's ties outside of the country and frequent foreign travel made him a flight risk, and therefore ordered that he be detained. His next court appearance is set for Wednesday, July 24.

The investigation was a joint effort between U.S. Immigration and Customs Enforcement's Homeland Security Investigations (HSI) Manila Transnational Criminal Investigation Unit and Philippine Authorities. The West Allis Police Department assisted in the arrest.

This case is being prosecuted by Assistant U.S. Attorney Megan J. Paulson of the Eastern District of Wisconsin.

The public is cautioned that an indictment is merely a charge, and the defendant is presumed innocent until and unless proven guilty.
