MAPLEWOOD, MN – Dylan Raymond Orr, 27, of Maplewood, Minnesota, is headed to federal prison for 30 months after pleading guilty to possessing an unregistered pipe bomb. The sentencing, handed down today by U.S. District Court Judge Nancy E. Brasel, concludes a case that began with a disturbing digital trail.
Federal investigators zeroed in on Orr after receiving photos sent from his phone depicting two crudely constructed pipe bombs. The images showed small BBs attached to the exterior of the devices, suggesting a potential for shrapnel. This digital breadcrumb led to a search warrant being executed at Orr’s Maplewood residence on April 28, 2022.
What authorities found inside was damning. The search uncovered two six-inch pipes – one already adorned with the BBs seen in the photos – along with four end caps and explosive powder. These components, according to court documents, could be “readily converted to a destructive device.” Crucially, Orr had no registration for these components with the National Firearms Registration and Transfer Record, a clear violation of federal law.
Orr entered a guilty plea on November 9, 2022, admitting to one count of possession of an unregistered destructive device. The case was spearheaded by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and the Savage Police Department, highlighting a collaborative effort to keep dangerous materials out of the wrong hands. The investigation revealed a clear intent to construct a dangerous explosive, even if it wasn’t fully assembled at the time of the raid.
Assistant U.S. Attorney LeeAnn K. Bell prosecuted the case, securing the 30-month prison sentence and a subsequent three years of supervised release for Orr. While the full motivations behind Orr’s actions remain unclear, the sentence sends a strong message that the illegal possession of destructive devices will not be tolerated. The St. Paul Field Division of the ATF played a pivotal role in bringing this case to a close.
