Edward Wheeler, Bank Fraud, North Carolina 2019

Published April 20, 2022

Wilmington resident Edward Wheeler, a staff sergeant assigned to Pope Army Airfield, has been found guilty of a brazen bank fraud scheme that targeted multiple financial institutions in Eastern North Carolina and beyond.

According to court documents and testimony presented during the hearing, Wheeler engaged in a sophisticated scheme to defraud financial institutions between January 2019 and September 2021. He achieved this by opening bank accounts and conducting financial transactions for his personal benefit, including EFT and wire transfers to accounts he held with other banks, purchases of cryptocurrency, gold, and precious metals, and purchases of goods from Amazon and Ebay.

Wheeler would then file fraudulent claims with the banks, falsely stating that the transactions were unauthorized. He knew, however, that he had conducted the transactions himself and for his own benefit. By filing these false claims, Wheeler induced the banks to refund his accounts with provisional credits, totaling the amount of the claimed loss. After the accounts were refunded, Wheeler would promptly transfer the funds to other accounts, making it impossible for the victim banks to recoup the money.

This devious scheme was executed or attempted against at least six financial institutions, leaving a trail of financial devastation in its wake.

Wheeler, 20 years in prison, faces a maximum penalty when sentenced during the August 2022 term of court. This severe sentence reflects the gravity of his crimes and serves as a warning to others who may be tempted to engage in similar fraudulent activities.

The investigation into Wheeler's bank fraud scheme was conducted by the Defense Criminal Investigative Service and the United States Air Force Office of Special Investigations. Assistant U.S. Attorney Toby Lathan is prosecuting the case.

As the people of North Carolina demand accountability from those who would seek to deceive and defraud them, Edward Wheeler's guilty plea serves as a reminder that justice will be served. His case highlights the importance of vigilance and cooperation between law enforcement agencies in preventing and prosecuting financial crimes.

Wheeler's bank fraud scheme is a stark reminder of the need for individuals and institutions to remain vigilant in the face of financial predators. It underscores the importance of robust internal controls, thorough risk assessments, and effective communication between financial institutions and regulatory bodies.
