Eugene Featherman, a man with a checkered past, was convicted of Abusive Sexual Contact in U.S. District Court, District of South Dakota. However, in a shocking display of disregard for the law, Featherman relocated from Rapid City to Sioux Falls in November of 2022, but failed to update his registration. His whereabouts were unknown until April 27, 2023, when he was finally apprehended in Rapid City.
