Canadian Man Charged with Voting in Multiple Elections as Non-Citizen

BIRMINGHAM, Ala. – A federal grand jury in Birmingham has charged Franc Neil Maloney, a 71-year-old Canadian man living in Blount County, with fraudulent voting in numerous elections.

Maloney, a lawful permanent resident, but never obtained U.S. citizenship, knowingly voted in every major election since registering, including primary and general elections in 2018, 2020, 2022, and 2024.

According to the indictment, Maloney registered to vote and voted, despite knowing that only U.S. citizens are permitted to do so under Alabama law.

HSI investigated the case, with the assistance of the Alabama Secretary of State's Office and IRS-CI. Assistant United States Attorney Brett A. Janich is prosecuting the case.

Maloney faces a four-count indictment filed in U.S. District Court, charging him with fraudulent voting. The maximum penalty for the charged offense is 5 years imprisonment.

A grand jury indictment is merely an allegation. All defendants are presumed innocent unless and until proven guilty in a court of law.

Maloney's case highlights the importance of election integrity and the need for citizens to follow the law when participating in the democratic process.
