Frank Chapman, Vehicular Battery, South Dakota 2019
A Bullhead man has been charged with vehicular battery in South Dakota. Frank Chapman, age 30, was indicted by a federal grand jury for the crime.
According to the indictment, Chapman drove a motor vehicle while under the influence of alcohol and caused serious bodily injury to another individual on July 25, 2019, in Dewey County.
The maximum penalty upon conviction is up to 10 years in federal prison and/or a $250,000 fine, 3 years of supervised release, and $100 to the Federal Crime Victims Fund. Restitution may also be ordered.
Chapman appeared before U.S. Magistrate Judge Mark A. Moreno on December 13, 2019, and pled not guilty to the Indictment. He was released on bond pending trial. A trial date has not been set.
The investigation is being conducted by the Cheyenne River Sioux Tribe Law Enforcement Services. Assistant U.S. Attorney Jay Miller is prosecuting the case.
Chapman is presumed innocent until and unless proven guilty. The charge is merely an accusation.
