Local Man Sentenced to 20 Years for Sexual Exploitation of a Minor

PITTSBURGH, Pa. - In a disturbing case, a 31-year-old man from Lowell, Michigan, has been sentenced to 20 years in prison for his role in the sexual exploitation of a minor from Western Pennsylvania.

Frank Davis, 31, was sentenced on April 16, 2024, after being convicted on three counts related to the sexual exploitation of a minor. According to court documents, Davis sent obscene videos depicting himself engaged in sexually explicit conduct to a minor during online chats in August 2022.

Not only did Davis send these explicit videos, but he also induced the minor to create and send images and videos of themselves engaged in sexually explicit conduct. This heinous act is a stark reminder of the dangers of online exploitation and the importance of vigilance in protecting our children.

The case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys' Offices and the Criminal Division's Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims.

United States Attorney Eric G. Olshan commended Homeland Security Investigations-Pittsburgh, the Pennsylvania State Police, Homeland Security Investigations-Grand Rapids (Michigan), and the Lowell Police Department (Michigan) for the investigation leading to the successful prosecution of Davis.

Assistant United States Attorney Heidi M. Grogan prosecuted this case on behalf of the government. With the conviction and sentence of Frank Davis, justice has been served, and the community can rest a little easier knowing that those who prey on our children will face severe consequences.
