Fred R. Rosetti, Fraud and Theft, Pennsylvania 2013

Former Intermediate Unit Executive Director Fred R. Rosetti was sentenced to 33 months' imprisonment for fraud and theft in a Pennsylvania courtroom.

Rosetti, a 64-year-old resident of Archbald, Pennsylvania, was found guilty of defrauding the Northeastern Intermediate Unit #19 (NEIU) of $137,944.13 between July 1, 1998, and June 30, 2010.

According to the indictment, Rosetti used NEIU funds for personal gain, including paying for home maintenance services, personal secretarial services, personal shopping, and planning family events. He also created false travel vouchers and directed NEIU employees to do the same.

Rosetti's scheme was discovered through a thorough investigation by the Pennsylvania Department of the Auditor General's Office of Special Investigations. The investigation found that Rosetti had intentionally failed to document his time-off, allowing him to accumulate days for a cash payout at the time of his retirement.

Rosetti pleaded guilty on February 7, 2013, after entering into a plea agreement with the U.S. Attorney's Office. However, Judge Robert D. Mariani rejected the plea agreement, which would have sentenced Rosetti to 12-18 months in prison. Rosetti was subsequently sentenced to 33 months' imprisonment and fined $30,000.

Rosetti was also ordered to make restitution to the NEIU in the amount of $137,944.13 immediately. As a result of his activities, Rosetti has lost a substantial portion of his pension benefits as a result of an action taken last fall by the Pennsylvania School Employee Retirement System.
