In a brazen attack, two individuals have been charged with throwing Molotov cocktails into the Dakota County Government Building in Apple Valley, Minnesota.

According to a federal complaint filed by the United States Attorney Erica H. MacDonald, Garrett Patrick Ziegler, 24, and Fornandous Cortez Henderson, 32, are accused of arson and possession of Molotov cocktails.

Ziegler and Henderson were taken into custody on May 29, 2020, after a fire alarm was triggered at the Dakota County Western Service Center. Upon arrival, police found broken windows, smoke, and flames coming from the west side of the building.

A search warrant was executed on a Ford Fiesta registered to Ziegler, and officers recovered items consistent with Molotov cocktails, including liquor bottles, pushpins, and ignitable liquids.

This case is the result of an investigation conducted by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the Apple Valley Police Department, and the Dakota County Sheriff's Office, with assistance from the Dakota County Attorney's Office.

The charges against Ziegler and Henderson are mere accusations, and they are presumed innocent unless proven guilty.

Ziegler and Henderson made their initial appearance before Magistrate Judge Becky R. Thorson in U.S. District Court in Minneapolis, Minnesota, and were ordered to remain in custody pending a formal detention hearing on June 4, 2020.
