DAVENPORT, IA - In a shocking revelation, Isaac Bell, 34, of East Moline, Illinois, has been sentenced to 37 months in prison for his role in a massive scam to rollback odometers at his used car dealership, 4th Avenue Auto Sales.
The scheme, which involved conspiracy to commit wire fraud, was uncovered by the Iowa Department of Transportation, Bureau of Investigation, United States Department of Transportation, National Highway Traffic Safety Administration, Office of Odometer Fraud Investigation, and the Federal Bureau of Investigation.
The investigation revealed that Bell and his co-conspirators tampered with the mileage readings on over 150 vehicles that were later sold to unsuspecting buyers. The defendants used 'straw buyers' to purchase vehicles in their names to 'wash' the titles and insulate Bell and 4th Avenue from the criminal conduct.
Bell was ordered to pay $85,204 in restitution, serve three years of supervised release following the period of imprisonment, and pay $100 towards the Crime Victims' Fund.
The case was prosecuted by the United States Attorney's Office for the Southern District of Iowa. The investigation and prosecution of Bell highlight the importance of protecting consumers from fraudulent activities in the used car market.
