A 52-year-old man from Elmira, New York, has been charged with failing to register as a sex offender in Pennsylvania. James Henry Herb, III, is accused of failing to register his address in New York after relocating from central Pennsylvania.

According to the indictment, Herb failed to register under the Sex Offender Registration and Notification Act (SORNA) between December 2025 and April 1, 2026. The indictment alleges that despite being required to register, Herb failed to update his address in New York.
