Jill Mulligan, Meth Possession, Connecticut 2023

North Stonington woman, Jill Mulligan, 43, has been caught in a sting operation involving the FBI's Northern Connecticut Gang Task Force. In April and May 2023, the task force made three controlled purchases of crystal meth from Mulligan, leading to a raid at her North Stonington residence on May 4, 2023.

During the raid, authorities seized approximately 390 grams of crystal meth, as well as quantities of crack cocaine, LSD, and prescription pills. Mulligan was arrested on May 4, 2023, and is currently out on a $100,000 bond pending sentencing.

Mulligan waived her right to be indicted and pleaded guilty to possession with intent to distribute methamphetamine before U.S. District Judge Stefan R. Underhill in Bridgeport. The case is being prosecuted by Assistant U.S. Attorney A. Reed Durham.

The investigation was conducted by the Federal Bureau of Investigation's Northern Connecticut Gang Task Force, which includes members of the FBI, Hartford Police Department, East Hartford Police Department, New Britain Police Department, West Hartford Police Department, Connecticut State Police, and Connecticut Department of Correction.

Judge Underhill scheduled sentencing for January 24, 2024, at which time Mulligan faces a maximum term of imprisonment of 20 years.

Mulligan's guilty plea marks a significant blow to the opioid epidemic in Connecticut, which has seen a surge in methamphetamine-related overdose deaths in recent years.

The sentencing will provide closure to the victims of Mulligan's crimes and serve as a warning to others involved in the illicit methamphetamine trade.
