Correction Officer Jovanny Concepcion, 34, of New York, has pleaded guilty to making false statements related to healthcare matters in connection with use of force incidents at Rikers Island. Concepcion fraudulently received at least $232,427.97 in workers' compensation benefits from New York City taxpayers.

Concepcion was employed as a correction officer at Rikers Island and falsely claimed he was injured while on duty during incidents with incarcerated individuals. He received the benefits from the New York State Workers' Compensation Board, which pays from the New York City Treasury.

The case was announced by U.S. Attorney Jay Clayton, who praised the work of the New York City Department of Investigation, the New York State Office of Inspector General, and the U.S. Attorney's Office for the Southern District of New York.

Concepcion faces a maximum sentence of five years in prison for making false statements related to healthcare matters. He is scheduled to be sentenced on September 10, 2026.

The New York City Department of Correction employs hundreds of correction officers at Rikers Island, and the case highlights the need for accountability and transparency in government services.
