Muskogee Man Pleads Guilty to Failure to Register as Sex Offender
A 26-year-old Muskogee man has admitted to failing to register as a sex offender, a federal crime that carries a maximum penalty of 10 years in prison and a $250,000 fine.
Justin Wayne Riggs, of Muskogee, Oklahoma, pleaded guilty to Failure to Register as Sex Offender in the United States District Court for the Eastern District of Oklahoma, in Muskogee. The charge stems from an investigation by the United States Marshal Service.
Riggs was required to register as a sex offender under the Sex Offender Registration and Notification Act due to his 2011 conviction for knowingly possessing images of child pornography and distributing child pornography. He was court-martialed and convicted by the United States Department of the Army on May 6, 2011.
The indictment alleged that Riggs failed to register and update his registration as required by the Sex Offender Registration and Notification Act from April 2013 to October 16, 2013, in the Eastern District of Oklahoma and elsewhere.
The Honorable Kimberly E. West, Magistrate Judge, accepted Riggs’ guilty plea and ordered the completion of a presentence report. Sentencing will be scheduled following its completion. Riggs remains in the custody of the United States Marshal Service.
Assistant United States Attorney Edward Snow represented the United States in the case. The investigation was conducted by the United States Marshal Service.
