Buffalo, Mo. - Two Buffalo women have been found guilty of a brazen identity theft scheme that left 20 victims with thousands of dollars in unauthorized credit card purchases.

Kelly Marie Lockhart, 35, also known as Kelly Marie Wilson, waived her right to a grand jury and pleaded guilty on April 22, 2013, to one count of aggravated identity theft. Her accomplice, Stacy R. Rosa, 40, also known as Stacy R. Webbe, pleaded guilty on August 6, 2014, to the same charge.

The women admitted to stealing the identities of 20 victims between April 12, 2012, and January 17, 2014, using the stolen information to obtain unauthorized credit cards. They utilized these cards to make approximately $60,655 in purchases.

Lockhart and Rosa used a variety of methods to steal the victims' identities, including telephone calls and internet access. They obtained credit cards in the victims' names, which they used to purchase merchandise, gift cards, and obtain cash advances.

In one specific example, Lockhart used a credit card in the name of Kelly Wilson (her alias) to obtain a $3,600 cash advance on April 22, 2013, in Bolivar, Mo. Rosa also used a credit card in the same name to pay for a $96 visit to a hair salon in Buffalo on April 30, 2013.

Lockhart and Rosa are each subject to a mandatory minimum sentence of two years in federal prison without parole, plus a fine up to $250,000 and an order of restitution. Sentencing hearings will be scheduled after the completion of presentence investigations by the United States Probation Office.

The case was investigated by the U.S. Secret Service, the U.S. Postal Inspection Service, the Buffalo, Mo., Police Department, and the Bolivar, Mo., Police Department. Assistant U.S. Attorney Steven M. Mohlhenrich is prosecuting the case.
