Leroy Roebuck Jr., Cocaine Conspiracy, Virgin Islands 2023

A 60-kilogram cocaine deal gone sour led to the downfall of Leroy Roebuck Jr., a 37-year-old St. Croix resident, who was sentenced to 97 months in prison for his role in a cocaine conspiracy.

According to court documents, on April 25, 2023, Roebuck arranged to sell 60 kilograms of cocaine to an undercover agent for $900,000. However, after inspecting the cocaine, he discovered that 10 kilograms were of poor quality and agreed to sell the agent 50 kilograms instead.

The deal was set to go down on April 26, 2023, at a predetermined location. Roebuck arrived with an unidentified individual and showed the undercover agent four containers holding varying quantities of individually wrapped bricks of cocaine. The agent then placed Roebuck under arrest.

Roebuck was subsequently charged with Conspiracy to Possess a Controlled Substance with Intent to Distribute. He pleaded guilty and was sentenced by District Judge Wilma A. Lewis to three years of supervised release, a fine of $2,000.00, and a $100.00 special assessment, in addition to the 97 months in prison.

The case was investigated by the Drug Enforcement Administration and prosecuted by Assistant United States Attorney Evan Rikhye as part of an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation. OCDETF uses a prosecutor-led, intelligence-driven approach to dismantle the highest-level drug traffickers and disrupt their networks.

The exact amount of cocaine involved in the deal was 60 kilograms, with Roebuck agreeing to sell 50 kilograms to the undercover agent after discovering the poor quality of the remaining 10 kilograms. The sale was valued at $900,000.
