Linwood Thorne, Drug Trafficking, Washington DC, 2023

WASHINGTON, D.C. – Linwood Douglas Thorne, 51, of Washington, D.C., is headed for a lengthy stretch behind bars after being sentenced to 30 years in federal prison for running a massive drug operation that flooded the city with heroin, fentanyl, and marijuana. The sentence, handed down March 31, 2023, by U.S. District Court Judge Beryl A. Howell, marks a significant win for federal investigators, but does little to stem the tide of poison flowing through D.C.’s streets.

The bust, which originated with an FBI Safe Streets Task Force investigation in July 2018, revealed Thorne as a major heroin supplier. On December 19, 2018, authorities raided Thorne’s Maryland business and D.C. residence, uncovering a staggering 44 kilograms of heroin laced with fentanyl, along with 55 pounds of marijuana. The search also yielded five firearms and a mountain of drug paraphernalia. The operation didn’t stop there; subsequent investigation led to the recovery of eight additional firearms, another 1.5 kilograms of marijuana, 260 grams of heroin, and multiple firearm magazines.

Thorne was found guilty on March 25, 2022, following a trial where prosecutors presented testimony from over a dozen witnesses – both civilian and law enforcement – alongside damning digital and business records. The charges included conspiracy, possession with intent to distribute one kilogram or more of heroin, possession with intent to distribute fentanyl, possession with intent to distribute marijuana, and a critical firearms charge. The inclusion of the gun charge underscores the inherent danger of Thorne’s operation and the willingness of traffickers to arm themselves.

U.S. Attorney Matthew M. Graves didn’t mince words, stating, “This sentence should send a clear message to all those who would even consider operating a large-scale drug network: doing so will result in you possibly spending the rest of your life in jail.” Graves emphasized the zero-tolerance policy towards those “looking to poison our communities with massive amounts of drugs—particularly when the drug trafficking involves firearms.” The statement is a standard talking point, but the severity of the sentence suggests a genuine commitment to cracking down on major drug players.

FBI Special Agent in Charge Wayne A. Jacobs highlighted the collaborative nature of the investigation, calling it “a testament to the strength of our federal and local partnerships.” ATF Acting Special Agent in Charge Michael Weddel echoed the sentiment, adding that the sentence sends an “accountability message…to the families of victims as well.” While inter-agency cooperation is often touted in these cases, the sheer volume of recovered drugs and weapons suggests a coordinated and effective effort.

The case was a joint effort involving the FBI, ATF, the Metropolitan Police Department (MPD), the U.S. Marshals Service, and prosecutors from multiple U.S. Attorney’s offices including the Middle District of Georgia and the Eastern District of. Thorne’s 30-year sentence is a harsh penalty, but it barely scratches the surface of the damage inflicted by large-scale drug trafficking operations like his. The street will fill the void, and the search for the next kingpin continues.
