Rutland Woman Sentenced to 24 Months in Prison for Heroin Conspiracy

A Rutland woman has been sentenced to 24 months in prison for her role in a heroin conspiracy that spanned multiple states.

Megan Harpp, 26, was sentenced by U.S. District Court Judge Geoffrey Crawford on [missing] for conspiracy to distribute heroin. Harpp previously pled guilty to the charge.

According to court records, Harpp and Louis Tobin were stopped by the Vermont State Police on Route 103 in Rutland County on April 14, 2016. The vehicle search revealed approximately 2,050 bags of heroin and $1,735 in cash. The pair had recently returned from Chicopee, Massachusetts, where they had purchased the heroin with the intention of selling it in the Rutland area.

Both Harpp and Tobin were arrested and indicted for conspiracy to distribute heroin by the federal grand jury sitting in Rutland. Tobin, who was previously sentenced to 48 months imprisonment, had been involved in the heroin distribution ring.

Harpp was released on conditions pending trial but failed to appear at a subsequent proceeding. She remained a fugitive for over a year before being arrested in the New York City area in December 2017.

The case was investigated by the Vermont State Police Drug Task Force and the Federal Bureau of Investigation. Harpp will begin a three-year term of supervised release upon her release from prison. She is represented by Steven Barth of the Federal Public Defenders Office.
