Madison Felon Sentenced for Possessing Firearm
A convicted felon, Michael Hallmon, 34, of Madison, Wisconsin, was sentenced to 51 months in federal prison for possessing a firearm as a convicted felon. The sentencing took place on March 8, 2019.
On September 6, 2018, Hallmon shot someone in broad daylight in a crowded parking lot of an apartment complex in Madison. A dispute over a moped led to the shooting, during which Hallmon discharged three rounds towards the victim. The victim was hit in the leg with one round.
Hallmon pleaded guilty to the charge of possessing a firearm as a convicted felon on March 8, 2019. He is currently serving a 51-month federal prison sentence.
Hallmon is also charged in Dane County Circuit Court with attempted first-degree intentional homicide. If convicted, the sentencing judge will decide whether Hallmon's federal sentence will be served concurrently or consecutively to the state sentence. Hallmon is presumed innocent until and unless proven guilty in the state case.
The case was brought as part of Project Safe Neighborhoods, the U.S. Justice Department's program to reduce violent crime. The PSN approach emphasizes coordination between state and federal prosecutors and all levels of law enforcement to address gun crime, especially felons illegally possessing firearms and ammunition and violent and drug crimes that involve the use of firearms.
The charge against Hallmon was the result of an investigation conducted by the Madison Police Department and Bureau of Alcohol, Tobacco, Firearms and Explosives. Assistant U.S. Attorney Rita M. Rumbelow handled the prosecution of Hallmon's case.
