Gretna Man Sentenced to 30 Years for RICO and Narcotics Charges

MONTERIO WIGGINS, age 22, of Gretna, Louisiana, was sentenced to 360 months imprisonment and 10 years of supervised release for violating the Racketeer Influenced Corrupt Organization Act, the Federal Gun Control and Controlled Substances Acts.

The sentencing was handed down by U.S. District Judge Lance M. Africk on [no specific date mentioned, but presumably 2023]. Wiggins pleaded guilty to counts of conspiracy to violate the Racketeer Influence and Corrupt Organizations Act, conspiracy to distribute and possess with intent to distribute over 280 grams of cocaine base, and conspiracy to possess firearms.

As part of the RICO conspiracy, Wiggins admitted to participating in the murder of Mr. Reginald Francois on April 1, 2010, along with fellow Murder Squad member Dane Carson.

The case was investigated by the Bureau of Alcohol, Tobacco and Firearms, Federal Bureau of Investigation, and the Jefferson Parish Sheriff’s Office, who targeted an area with a disproportionate amount of violent crimes and narcotics trafficking.

Wiggins was a member of the Harvey Hustlers and/or Murder Squad, a faction that operated in the Harvey, Louisiana area and controlled narcotics distribution activities through violence and threats of violence.

The “Murder Squad,” or “MS,” was a faction of the Harvey Hustlers composed primarily of individuals residing in the Harvey, Louisiana area of Jefferson Parish, Louisiana. The “Harvey Hustlers” also referred to as “HH” originated in the Harvey area in the mid-1980s.

Wiggins’ sentence brings to an end a lengthy investigation and prosecution that involved multiple law enforcement agencies and resulted in the conviction of a major player in the Harvey Hustlers and/or Murder Squad.
