Rashaun Carter, Heroin and Cocaine Distribution, Iowa 2023

Dubuque, IA - In a harsh blow against the city's illicit drug trade, a man has been sentenced to serve over four years in federal prison for conspiring to distribute heroin and cocaine near Loras College in Dubuque, Iowa.

According to a recent sentencing, Rashaun Carter, a 46-year-old resident of Lynwood, Illinois, has been handed a 51-month prison term for his involvement in the distribution of heroin and cocaine out of a house located near the Loras College campus in 2017 and 2018.

Carter's involvement in the illicit trade was uncovered in January 2018 when Dubuque Drug Task Force Officers intercepted him and others returning from Chicago with over 300 grams of cocaine destined for sale in Dubuque. The defendant subsequently pleaded guilty to one count of conspiracy to distribute heroin and cocaine within 1000 feet of Loras College on November 23, 2022.

United States District Court Judge C.J. Williams presided over the sentencing hearing in Cedar Rapids, Iowa. In addition to his prison term, Carter will also serve a six-year term of supervised release after completing his prison sentence. It is worth noting that there is no parole in the federal system.

The case against Carter was prosecuted by Assistant United States Attorney Patrick Reinert and was investigated as part of the Organized Crime Drug Enforcement Task Force (OCDETF) program, a cooperative effort between the Federal Bureau of Investigation, the Bureau of Alcohol, Tobacco, Firearms and Explosives, and the Dubuque Drug Task Force, which comprises the Dubuque Police Department and the Dubuque County Sheriff's Office.

Rashaun Carter is currently being held in the United States Marshal's custody until he can be transported to a federal prison to begin serving his sentence.
