Methamphetamine Kingpin Caught in Covert Operation
A Campbell County man has been brought to justice after a daring attempt to traffic over 1300 grams of methamphetamine. Raymond Hammond, Jr., 38, was sentenced to 15 years in prison for attempted possession with intent to distribute 500 grams or more of methamphetamine in the Eastern District of Kentucky.
The operation, led by the United States Postal Inspection Service, intercepted a package containing over 1300 grams of a mixture containing methamphetamine addressed to a residence in Newport, Kentucky on March 1, 2024. Agents conducted a controlled delivery of the package on March 5, 2024, and once it was taken inside, they searched the residence and found Redrick Mincy, 26, Hammond's co-defendant, and the package. Mincy admitted to receiving the package for Hammond, who later admitted to intending to possess the methamphetamine mixture with the intention of distributing it.
Hammond was arrested and subsequently charged with the crime. He pleaded guilty and was sentenced to 15 years in prison, with the possibility of serving 85 percent of his sentence. After his release, he will be under the supervision of the U.S. Probation Office for 10 years.
The case was prosecuted by Assistant U.S. Attorney Andrew Spievack on behalf of the United States. The investigation was conducted by the United States Postal Inspection Service.
Hammond's co-defendant, Redrick Mincy, 26, was previously sentenced to 12 months and one day in prison, followed by three years of supervised release.
