Jacksonville Man Sentenced to 25 Years for Child Sex Exploitation

A Jacksonville man has been sentenced to 25 years in federal prison for using a minor in his care to produce sexually explicit images, according to the U.S. Attorney's Office.

Richard Earl Jenkins, Jr., 45, was sentenced on November 10, 2021, to 25 years in federal prison, followed by 10 years of supervised release for his crimes.

According to court documents, Jenkins used a 12-year-old child, known as Child Victim 1, to produce sexually explicit images while she was in his care. The images were discovered on his computer and included images of the child from when she was younger to more recent.

The investigation was conducted by the Jacksonville Sheriff's Office and Homeland Security Investigations. The case was prosecuted by Assistant United States Attorney Ashley Washington.

This case is part of Project Safe Childhood, a nationwide initiative launched in May 2006 to combat child sexual exploitation and abuse. The initiative marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims.

“Producers of child pornography are the worst of the worst, making victims of society’s most vulnerable victims,” said HSI Jacksonville Assistant Special Agent in Charge K. Jim Phillips. “Through HSI’s law enforcement partnership with the Jacksonville Sheriff’s Office, this predator will now be held accountable for his heinous actions.”
