Rickey Miller, Mail Fraud, New York 2023

Rickey Miller, Sr., a 54-year-old custodian for the Rochester City School District, has been charged with mail fraud in connection with a Jamaican lottery scam that targeted elderly victims.

According to federal authorities, Miller participated in the scam from 2011 to March 14, 2013. During this time, he received money from victims who were told they had won a lottery and other prizes. The victims were instructed to send money to Miller in Rochester as a delivery fee and tax before receiving their prizes.

An 85-year-old woman from Glenolden, Pennsylvania, was one of the victims. She was told she had won $800,000 and a new Mercedes Benz, but was instructed to send a $2,500 check to Miller as a delivery fee. The woman sent the check by USPS Express Mail and was subsequently instructed to send additional money to Miller, which she did. Ultimately, she lost thousands of dollars.

Victims in total lost over $300,000 as a result of Miller's fraudulent conduct. Jamaican lottery scams have resulted in elderly United States citizens losing hundreds of millions of dollars over the years.

The United States Postal Inspection Service, Boston Division, and the City of Rochester's Office of Public Integrity investigated the case.

The fact that Miller has been charged with a crime is merely an accusation, and he is presumed innocent until and unless proven guilty.
