Ricky J. Bilyou, Sex Offender Failure to Register, New York 2020
A 28-year-old man from Catskill, New York, has admitted to failing to register as a sex offender, according to a recent plea agreement.
Ricky J. Bilyou, a convicted child exploiter from Clinton County, Indiana, pleaded guilty to the charge on October 14, 2020, before United States District Judge Mae A. D’Agostino.
The announcement was made by United States Attorney Grant C. Jaquith and United States Marshal David McNulty.
Bilyou was convicted of child exploitation in 2016 in Clinton County, Indiana. In pleading guilty, he admitted to residing in Indiana in May 2019 and traveling to Colorado. After a brief stay in Colorado, he took Amtrak trains from Colorado to Chicago and then to the Albany-Rensselaer station, where he began residing in Catskill.
Bilyou knew that he was required to register as a sex offender in New York but failed to do so, until his arrest on March 18, 2020.
Under the plea agreement, Bilyou faces up to 10 years in prison, a fine of up to $250,000, and a term of supervised release of at least 5 years and up to life.
This case was investigated by the U.S. Marshals New York/New Jersey Regional Fugitive Task Force and is being prosecuted by Assistant U.S. Attorney Michael Barnett.
