Rikki Renee Barrowman, 34, Sentenced to 22 Years for Methamphetamine Conspiracy

Pierre, South Dakota - In a significant blow to drug cartels operating in South Dakota, Rikki Renee Barrowman, a/k/a Juree T Rials, has been sentenced to 22 years and 11 months in federal prison for conspiring to distribute massive quantities of methamphetamine in Pierre, Rapid City, and several Indian Reservations in the state.

According to the U.S. Attorney's Office, Barrowman was involved in an extensive conspiracy with several other individuals to distribute approximately 65 kilograms of methamphetamine in western and central South Dakota between January 2021 and July 2022. The operation, which was dismantled by law enforcement, involved the trade of firearms for narcotics.

Barrowman, who was the source of supply of methamphetamine in Denver, would supply various individuals who would then transport the methamphetamine to South Dakota, where it was further distributed. The case is part of Project Safe Neighborhoods (PSN), a program aimed at reducing violent crime and gun violence, and making neighborhoods safer for everyone.

U.S. District Judge Eric C. Schulte handed down the sentence on March 5, 2025. In addition to the prison time, Barrowman was ordered to pay a $1,000 fine and a $100 special assessment to the Federal Crime Victims Fund.

Barrowman was immediately remanded to the custody of the U.S. Marshals Service. The investigation was conducted by the Cheyenne River Sioux Tribe Law Enforcement Services, the Northern Plains Safe Trails Drug Enforcement Task Force, and the FBI. Assistant U.S. Attorney Meghan N. Dilges prosecuted the case.

This case highlights the importance of collaboration between law enforcement agencies and the community in combating the scourge of methamphetamine trafficking.
