Robert Bibbins, Child Pornography, New York 2022

Published November 21, 2022

A Rochester man has been arrested and charged with possession of child pornography, a crime that carries a minimum penalty of 10 years in prison and a maximum of 40 years.

According to the U.S. Attorney's Office, Robert Bibbins, 50, was arrested and charged by criminal complaint with receipt and possession of child pornography. Bibbins has previously been convicted of a child pornography offense in New York State Court.

In 2015, Bibbins was convicted of a child pornography offense and sentenced to a jail term and 10 years probation. He violated probation in 2020 and was sentenced to serve one to three years. On September 19, 2022, he was released after having served two years.

Three days later, during a routine search, parole officers discovered an internet-capable cellular phone secreted in a trash can at the half-way house where Bibbins was living. An initial review recovered images of children in sexually explicit poses, as well as naked children.

A full forensic examination uncovered multiple images of child pornography. The criminal complaint is the result of an investigation by the New York State Department of Corrections and Community Supervision and the Federal Bureau of Investigation Child Exploitation Task Force.

The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.

Bibbins faces a minimum penalty of 10 years in prison and a maximum of 40 years, as well as a $250,000 fine.
