Robert Warr, Heroin & Meth Trafficking, Virginia 2023

ABINGDON, VA – A multi-state drug pipeline funneling heroin and methamphetamine into Southwest Virginia and Eastern Tennessee has been dismantled with the indictment of seven individuals, authorities announced Wednesday. The operation, spanning from September 2021 to September 2022, allegedly moved significant quantities of narcotics from Detroit, Michigan, to distribution points across two states.

Federal prosecutors have charged Robert Earl Warr, 32, of Detroit, Michigan; David Edward Farmer, 56, of Strawberry Plains, Tennessee; John Joel Foster, 50, of Lee County, Virginia; Robert Lee Jenkins, 25, of Detroit, Michigan; Ray Anthony McSwain, 28, of Detroit, Michigan; Garrett Lee Teffeteller, 42, of Townsend, Tennessee; and Darin Ken Thomas, 38, of Kodak, Tennessee. The indictment, unsealed following multiple arrests, details a conspiracy to profit from the misery of addiction.

The core of the operation, according to court documents, involved Warr, Jenkins, and McSwain traveling from Michigan to Tennessee to acquire large hauls of heroin and crystal methamphetamine. These drugs were then supplied to local distributors for sale throughout Southwest Virginia and Eastern Tennessee. Warr, Jenkins, Farmer, Foster, and Teffeteller face charges of conspiring to distribute more than 50 grams of methamphetamine. A separate charge alleges that Warr, Jenkins, McSwain, Farmer, and Thomas conspired to distribute over 100 grams of heroin.

Adding another layer of criminality, Farmer and Thomas are also accused of possessing firearms in connection with their drug trafficking activities. This isn’t just about drugs; it’s about the willingness to use violence to protect their illicit profits. The indictment doesn’t detail the specific firearms involved, leaving a dark implication of potential armed confrontations.

“These arrests represent a significant blow to the flow of dangerous drugs into our communities,” stated U.S. Attorney Christopher R. Kavanaugh. ATF Acting Special Agent in Charge Christopher Amon echoed the sentiment, highlighting the collaborative effort of multiple law enforcement agencies including the Lee County Sheriff’s Office, Wise County Sheriff’s Office, Knoxville Police Department, and others. This case underscores the need for continued interagency cooperation to combat the ever-evolving drug trade.

Assistant U.S. Attorney Lena L. Busscher is leading the prosecution. While the indictment lays out the charges, it’s crucial to remember that all defendants are presumed innocent until proven guilty beyond a reasonable doubt. Grimy Times will continue to follow this case as it progresses through the federal court system, delivering the unvarnished truth about the criminal underworld operating in our midst.
