Published April 11, 2016

CHARLESTON, W.Va. - A brazen case of identity theft has led to a guilty plea in federal court. Roland Jason Duckett, a 31-year-old Jamaican national, admitted to using another person's identity to obtain a United States passport.

The scheme unfolded in August 2015, when Duckett paid another individual for the use of identification documents, including a birth certificate and Social Security card. He used these documents to obtain a West Virginia driver's license in the other individual's name.

Duckett's plan was to obtain a United States passport, but his application was flagged for fraud by the United States Department of State. Despite this, Duckett never received a passport.

Agents with the Diplomatic Security Service of the United States Department of State uncovered the fraud and determined Duckett's true identity.

The investigation was conducted by the United States Department of State, Diplomatic Security Service, with the assistance of the West Virginia State Police. Assistant United States Attorney Blaire L. Malkin is in charge of the prosecution.

Duckett faces up to five years in federal prison when he is sentenced on July 8, 2016.

This case highlights the importance of vigilance and cooperation between law enforcement agencies in preventing and detecting identity theft.
