Roy Bovee, Child Pornography Distribution, New York 2020
SYRACUSE, NEW YORK - A Jamesville man has been found guilty of distributing child pornography, a crime that could put him behind bars for 15 years.
Roy Bovee, 34, used the Kik Messenger application on his cellular telephone to distribute child pornography to other users in July 2020. A search of his phone revealed 152 images and 113 video files depicting minors engaged in sexually explicit conduct, including the rape and sodomy of prepubescent children.
As part of his guilty plea, Bovee admitted to uploading over 100 images and videos to his online cloud storage account. The defendant is a registered sex offender who has a history of similar crimes, including a 2010 conviction for distribution of child pornography while in the military. He was sentenced to 20 months imprisonment and given a bad conduct discharge at the time.
Additionally, Bovee was convicted in 2014 of failing to register as a sex offender and was sentenced to 54 months in prison by United States District Judge David N. Hurd. He is currently facing an additional sentence for violating his terms of supervised release for his 2014 conviction.
Bovee's case was investigated by the FBI Syracuse Mid-State Child Exploitation Task Force, which includes FBI Special Agents and Investigators from the New York State Police, Bureau of Criminal Investigation (BCI), and Computer Crimes Unit (CCU). The case is being prosecuted by Assistant U.S. Attorney Geoffrey J. L. Brown as part of Project Safe Childhood.
Project Safe Childhood is a program launched by the U.S. Attorney's offices and the Criminal Division's Child Exploitation and Obscenity Section (CEOS) to combat the sexual exploitation of children. The program works to locate, apprehend, and prosecute individuals who exploit children via the internet, as well as to identify and rescue victims.
Bovee faces 15 years imprisonment on the charges, as well as a term of supervised release of between five years and life. His sentencing is scheduled for August 11, 2021.
