A Baltimore man has been charged with distributing cocaine and heroin in West Virginia, authorities announced today.

Samuel Hogans, also known as Richard Hogans, also known as “Lex,” age 37, was indicted on four counts of “Distribution of Cocaine Base,” two counts of “Distribution of Heroin,” and one count of “Aiding and Abetting Distribution of Cocaine Base.”

The charges stem from a investigation by the Eastern Panhandle Drug and Violent Crimes Task Force, a HIDTA-funded initiative, which uncovered evidence of Hogans' alleged involvement in the distribution of cocaine and heroin in Berkeley County in November and December 2015.

Hogans faces up to 20 years and a fine of up to $1,000,000 for each count, according to federal sentencing guidelines. The actual sentence imposed will be based on the seriousness of the offenses and the prior criminal history, if any, of the defendant.

Special Assistant U.S. Attorney C. Lydia Lehman is prosecuting the case on behalf of the government. The case is a reminder of the ongoing efforts to combat the opioid epidemic and hold those responsible for its spread accountable.
