Hailey Schneiderman, Methamphetamine Distribution, South Dakota 2024

SIOUX FALLS, SD – Two Sioux Falls women are off the streets and headed to federal prison after receiving harsh sentences for their involvement in a methamphetamine distribution network. Chief U.S. District Judge Roberto A. Lange delivered the sentences this month, slamming Hailey Schneiderman, 25, with 16 years and Heather Downey, 54, with 10 years behind bars.

The case, spearheaded by the U.S. Attorney’s Office for South Dakota, Alison J. Ramsdell, detailed a conspiracy that saw Schneiderman sourcing methamphetamine from California and funneling it to Downey and other dealers within the Sioux Falls area. Downey, in turn, pushed the deadly drug further onto the streets. Both women pleaded guilty to Conspiracy to Distribute a Controlled Substance after being indicted by a federal grand jury in November 2024. Schneiderman entered her plea on May 8, 2025, followed by Downey on June 4, 2025.

The investigation revealed Schneiderman wasn’t subtle. She was identified through direct sales to a confidential informant – twice. Those transactions alone involved over 100 grams of methamphetamine, a significant quantity indicating a serious operation. While Downey’s specific role in the volume of distribution isn’t detailed, the court clearly saw her as a key player deserving a decade-long sentence. Both women were ordered to pay a $100 special assessment to the Federal Crime Victims Fund, a paltry sum considering the damage their actions inflicted.

Federal agents from multiple agencies brought the operation down. The Drug Enforcement Administration (DEA), the Sioux Falls Area Drug Task Force, and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) collaborated on the investigation, demonstrating the multi-agency approach often employed in tackling complex drug rings. Special Assistant U.S. Attorney Mark Joyce led the prosecution, successfully arguing for the lengthy sentences.

This wasn’t a standalone bust, but part of a larger, coordinated effort. The prosecution falls under the umbrella of the Organized Crime Drug Enforcement Task Forces (OCDETF), a program designed to dismantle major drug trafficking organizations. OCDETF focuses on identifying and crippling the highest-level players, leveraging intelligence and resources from federal, state, and local law enforcement to take down entire criminal networks.

Following the sentencing on August 4th and August 25th, 2025, both Schneiderman and Downey were immediately taken into custody by the U.S. Marshals Service. Their time dealing poison in Sioux Falls is over, but the ripple effects of their actions will undoubtedly be felt for years to come. This case serves as a grim reminder of the relentless flow of methamphetamine into our communities and the harsh consequences awaiting those who profit from its distribution.”
