Ted Serr, Child Pornography Distribution, New York 2021

A Syracuse man, Ted Serr, 38, has pleaded guilty to distributing, receiving, and possessing child pornography. The crimes took place in 2021.

Serr, who remains detained, faces a minimum of 5 years and up to 60 years in prison. He will also be required to register as a sex offender and serve a term of supervised release between 5 years and life.

According to court documents, Serr admitted to actively trading child pornography images and videos using a social media messaging application on his cellular telephone. He distributed a video file depicting sexual conduct with a child between 8 and 11 years old on June 2, 2021, and received a video file depicting sexual conduct with a child between 3 and 5 years old on June 8, 2021.

Additionally, Serr admitted to knowingly possessing 52 image files and 452 video files depicting child pornography on his cellular telephone on June 10, 2021.

The case was investigated by U.S. Homeland Security Investigations and the New York State Police Computer Crimes Unit. Assistant U.S. Attorney Geoffrey J.L. Brown is prosecuting the case as part of Project Safe Childhood.

Serr's sentencing is scheduled for September 7, 2022, before Senior United States District Judge Norman A. Mordue.
