Terrance B. Fletcher, 24, of Dover, Delaware, admits to distributing heroin in a plea deal that could send him to prison for up to 20 years and result in a fine of up to $1,000,000.
According to court documents, Fletcher, also known as 'Flex,' pled guilty to one count of 'Possession with Intent to Distribute Heroin.' The offense is tied to February 2015, when Fletcher allegedly distributed heroin in Berkeley County, West Virginia.
The plea marks the end of a lengthy investigation by the Eastern Panhandle Drug & Violent Crime Task Force, a HIDTA-funded initiative; the West Virginia State Police Bureau of Criminal Investigations; the Berkeley County Sheriff's Office; and the Martinsburg Police Department.
Fletcher's case is being prosecuted by Assistant U.S. Attorney Timothy D. Helman on behalf of the government. The U.S. Magistrate Judge Robert W. Trumble presided over the plea hearing.
The defendant now faces the possibility of up to 20 years incarceration and a fine of up to $1,000,000. The actual sentence will be determined by the federal sentencing guidelines, which take into account the severity of the offense and Fletcher's prior criminal history, if any.
Fletcher's plea deal marks a significant blow to the heroin trade in the Eastern Panhandle of West Virginia.
