Timmy Rifenburg, Failing to Disclose Email Address, New York 2024

A Broome County sex offender has been sentenced to 27 months in federal prison for failing to disclose his email address and violating the conditions of his supervised release. Timmy Rifenburg, 49, of Binghamton, New York, was sentenced yesterday to a total of 27 months in federal prison to be followed by 10 years of supervised release.

The imprisonment term consists of 16 months in federal prison on the new criminal offense of failing to register the email account as required under the Sex Offender Registration and Notification Act (SORNA), and a consecutive imprisonment term of 11 months for the supervised release violations.

Rifenburg was required to register as a sex offender as the result of a 2007 federal conviction for possession of child pornography. He was also convicted in 2020 for failure to register as a sex offender.

The United States Marshals Service investigated this case, and Assistant United States Attorney Tamara Thomson prosecuted this case as part of Project Safe Childhood. Project Safe Childhood is a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse.

Rifenburg's supervised release was imposed as part of his 2020 conviction. However, he failed to report to the probation office, moved to a residence that was not approved by the probation office, possessed three unreported internet capable cellphones, viewed adult pornography on the unreported cellphones, and was unsuccessfully discharged from sex offender treatment.

United States Attorney John A. Sarcone III and United States Marshal David L. McNulty made the announcement. The United States Marshals Service investigated this case, and Assistant United States Attorney Tamara Thomson prosecuted this case as part of Project Safe Childhood.
