Timothy Howard, Illegal Dumping, South Carolina 2013

A Greer man has pleaded guilty to violating the Clean Water Act in South Carolina, federal authorities announced today.

According to the U.S. Attorney's Office in South Carolina, Timothy Howard, 50, of Greer, pleaded guilty to two counts of violating pretreatment standards of the Clean Water Act in federal court in Anderson.

The charges carry a maximum penalty of 3 years in prison and/or a fine of $50,000 per day of the violations.

Howard, who owned and operated American Waste, Inc., also known as American Waste Septic Tank Service, was accused of dumping waste into grease traps in Greenville County and Lyman, South Carolina, on April 2, 2011, and June 18, 2013.

The grease traps were not designated discharge points, and the dumping violated both the Clean Water Act and the regulations of the Town of Lyman.

Assistant U.S. Attorney Jamie Lea Schoen of the Greenville office is prosecuting the case.

The case was investigated by agents of the Environmental Protection Agency, the Office of Criminal Investigations for South Carolina Department of Health and Environmental Control, the Greenville County Sheriff's Office, the Duncan Police Department, and the Lyman Police Department.
