Timothy Steven Blaylock, Child Pornography, Oklahoma 2023

A heinous crime has shaken the quiet community of Elk City, Oklahoma. Timothy Steven Blaylock, a 37-year-old resident, has pleaded guilty to producing and possessing child pornography.

According to court documents, Blaylock was charged by Superseding Information on November 17, 2023, with production of child pornography involving two victims and possession of child pornography.

The investigation began on July 24, 2023, when an FBI Online Covert Employee (OCE) started communicating with Blaylock via a mobile messaging service. The OCE posed as the mother of a 12-year-old girl, and Blaylock made several sexually explicit comments.

Over several days, Blaylock shared videos depicting himself in sexual acts with minors with the OCE. He was arrested on July 28, 2023. Following his arrest, the FBI discovered that Blaylock had produced child pornography with two children using his cell phone and downloaded other child pornography via the Internet.

As part of his plea agreement, Blaylock admitted to using two minors to engage in sexual acts multiple times, filming the acts using his cell phone between March 17, 2021, and July 28, 2023. He also confessed to possessing other child pornography on his cell phone.

Blaylock faces a mandatory minimum of 15 years and up to 40 years in federal prison, along with fines totaling up to $500,000. He has been in federal custody since his arrest on July 28, 2023.

This case is the result of an investigation by the FBI Oklahoma City Field Office, FBI New Orleans Field Office, and Elk City Police Department. Assistant U.S. Attorney Brandon Hale is prosecuting the case.

Project Safe Childhood, a nationwide initiative by the DOJ, aims to combat child sexual exploitation and abuse. As part of this effort, federal, state, and local resources are marshaled to locate, apprehend, and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.
