Willie L. Carroll, Jr., Failure to Register as a Sex Offender, Illinois 2014

A 50-year-old Belleville man has been brought to justice for his failure to register as a sex offender. Willie L. Carroll, Jr. was sentenced to 13 months' in prison, 5 years' supervised release, fined $250, and ordered to pay $150 special assessment on October 17, 2014, in federal district court in East St. Louis, Illinois.

Carroll, a convicted sex offender, was required to register with the State of Illinois and update his registration if he moved to a different state. However, a compliance check conducted by law enforcement officials on June 26, 2013, revealed that he had not stayed consistently at his mother's residence since February 2013 and had been living with his fiancé in Missouri. Despite signing the Illinois Sex Offender Registration Act Form on January 14, 2013, Carroll did not register as a sex offender in Missouri.

This case is part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse. The Department of Justice launched this initiative in May 2006 to better locate, apprehend, and prosecute individuals who sexually exploit children and to identify and rescue victims.

The case was investigated by the United States Marshals Service and the St. Clair County Sheriff's Department. Assistant United States Attorney Daniel T. Kapsak prosecuted the case.

Carroll was convicted of Aggravated Criminal Sexual Abuse on May 1, 1991, in St. Clair County, Illinois. He is required to update his registration with the State of Illinois and register as a sex offender in Missouri.

This is a reminder that failing to register as a sex offender can have serious consequences. The U.S. Marshals Service and local law enforcement agencies will continue to work together to ensure that sex offenders comply with registration requirements.
