Army Employee Jailed

Thelmo Meneses Santos, Jr., a 60-year-old former Army civilian employee from Merced, California, was sentenced to 15 years in prison for sexually abusing two minors between 2015 and 2023. The abuse occurred while Santos was employed by the US Army in Japan, where he began targeting the victims when they were just 11 years old. Santos’ crimes were uncovered during an investigation by the Army’s Criminal Investigation Division and the FBI.

Santos’ own words sealed his fate, as he admitted to engaging in sexual acts with both minor children during an interview with law enforcement. After his arrest in Hawaii, Santos attempted to intimidate one of his victims into recanting her report, further solidifying the case against him.

The prosecution, led by Assistant US Attorney David Gappa and Trial Attorney Eduardo A. Palomo, resulted in a sentence that includes 10 years of supervised release, restitution to the victims, and mandatory registration as a sex offender. This case is part of Project Safe Childhood, a nationwide initiative to combat child sex abuse.
