Gunman Pleads Guilty

Cisco Whitehorse, a 43-year-old Torreon man and enrolled member of the Navajo Nation, pleaded guilty to unlawfully possessing firearms after a series of shooting incidents on the Navajo Nation between July 2024 and September 2025. Whitehorse used one of the firearms in a shooting and was involved in at least four shooting incidents, including firing at victims from his vehicle and residence. The shootings occurred in various locations on the Navajo Nation, with the most recent incident happening in September 2025 near a local government building. Whitehorse’s actions were motivated by a desire to harm others, and his prior felony conviction prohibited him from possessing firearms or ammunition.

According to court documents, Whitehorse’s shooting spree began in July 2024 when he fired at a victim, John Doe 1, after the victim drove past him, striking the victim three times. In August 2024, he fired at another victim, John Doe 2, as the victim drove by his residence. In August 2025, Whitehorse again opened fire at John Doe 1, and in September 2025, he fired multiple rounds from his vehicle near a local government building before fleeing at a high rate of speed.

The FBI executed a search warrant at Whitehorse’s residence on October 24, 2025, and recovered three firearms and ammunition. As a previously convicted felon, Whitehorse was prohibited from possessing firearms or ammunition, and he is now facing up to 15 years in prison for his crimes.

The Federal Bureau of Investigation’s Albuquerque Field Office investigated this case with assistance from the Navajo Nation Police Department and the Navajo Department of Criminal Investigations. Assistant U.S. Attorney Amy Mondragon is prosecuting the case, which was announced by First Assistant U.S. Attorney Ryan Ellison and Justin A. Garris, Special Agent in Charge of the Federal Bureau of Investigation’s Albuquerque Field Office.
