Off-Duty Officer’s Fatal Collision Draws OSI Probe

New York’s Attorney General’s Office of Special Investigation (OSI) has launched a formal probe into the tragic incident that resulted in the death of Paul Alvarez on December 18, 2025. The investigation stems from a motor vehicle collision involving an off-duty Cheektowaga Police Department (CPD) officer.

The deceased, Mr. Alvarez, was struck by the officer while walking along Clinton Street in West Seneca. The incident occurred at around 9:30 p.m., with the victim being transported to a local hospital where he was pronounced dead.

According to New York State Executive Law Section 70-b, OSI is required to assess every incident involving a police or peace officer that may have caused a person’s death by act or omission.
