Four individuals were charged with serious federal crimes in the Eastern District of Oklahoma following a July 2014 grand jury investigation. Leading the list is VICENTE ANDRADE, 31, of White Plains, NY, who faces charges for possession with intent to distribute one kilogram or more of heroin. The indictment claims Andrade and his alleged co-conspirator, PEDRO HERNANDEZ-PEREZ, age 38, also known as JOHNNY GARCIA, knowingly possessed the drug within the district’s borders.

ANDRADE and HERNANDEZ-PEREZ each face a minimum of 10 years imprisonment and/or a fine of up to $10 million under federal law. The investigation was conducted by the Oklahoma Highway Patrol and DEA. Assistant United States Attorney Dean Burris will handle Andrade’s case.

PETER GLENN BAKER, 42, of Skamania County, WA, is accused of failure to register as a sex offender. The indictment alleges Baker failed to update his registration as required by the Sex Offender Registration and Notification Act after receiving a felony conviction. He faces up to 10 years in prison and a fine of $250,000. The U.S. Marshal Service conducted the investigation, with Assistant United States Attorney D. Edward Snow handling the case.

JOBY TUCSON NORTHINGTON, 34, of Tahlequah, OK, is charged with possession of an unregistered firearm (destructive device). Northington is alleged to have possessed a firearm not registered in the National Firearms Registration and Transfer Record. He faces up to 10 years imprisonment and a fine of $250,000. Cherokee County Sheriff’s Department and ATF conducted the investigation, with Assistant United States Attorney Chris Wilson overseeing Northington’s case.
