Jeremy T. Blair, 41, of Collinsville, Illinois, pleaded guilty on December 8, 2016, to a federal charge of Access with Intent to View Prepubescent Child Pornography, marking the latest fall from grace for a man already branded a registered sex offender. The plea, entered in federal court, exposes Blair to a mandatory minimum sentence of ten years behind bars—and up to twenty—with a $250,000 fine hanging over his head like a judge’s gavel.
The investigation began in May 2015 when FBI agents, operating undercover in Fairview Heights, Illinois, detected an active Internet Protocol (“IP”) address sharing illicit child pornography across a peer-to-peer network. That digital trail, cold and unfeeling as the crime itself, led directly to Blair’s home. The fact that he was already a registered sex offender turned a disturbing case into an aggravated federal offense with no room for leniency.
On July 17, 2015, federal agents stormed Blair’s residence with a search warrant, seizing a Compaq desktop computer that would later become the smoking gun in the case. Forensic analysis uncovered 26 videos of child pornography in the machine’s recycle bin—each downloaded on June 16, 2015. The victims were predominantly prepubescent, their innocence weaponized in the darkest corners of the internet.
Investigators determined the videos had been previewed by Blair while he attempted to download them using a file-sharing program, evidence of deliberate access rather than accidental exposure. There was no denial, no alibi—just a digital footprint soaked in guilt. The files were not merely stored; they were sought, previewed, and discarded like trash, a pattern fitting the profile of a predator operating in plain sight.
Because Blair has a prior qualifying state predicate offense, prosecutors successfully applied enhanced sentencing guidelines, ensuring that his next address will be a federal prison cell. Upon release, he will face supervised parole for no less than five years—and possibly for life. He will remain a registered sex offender in perpetuity, a scarlet letter etched into public databases for all to see.
The case was investigated by the Federal Bureau of Investigation’s Springfield Child Exploitation Task Force and prosecuted by Assistant United States Attorney Angela Scott. Sentencing is scheduled for March 17, 2017, in East St. Louis, Illinois—where justice, delayed but not denied, will finally have its day.
